As another year passes, it is that time that my colleagues and I at the Board of Commissioners reflect on and highlight all of the wonderful progress we have made in the county throughout 2024 in terms of public safety, infrastructure, health care, social services, business development and other key areas. Chemical Releases Will Be Included in EPA Toxics Release Inventory

Washington, DC ­ The U.S. Environmental Protection Agency (EPA) will start a process to require municipal waste incinerators to report their toxic chemical emissions to the Agency's Toxics Release Inventory (TRI), according to Public Employees for Environmental Responsibility (PEER) and the Energy Justice Network (EJN). The EPA decision comes in response to a rulemaking petition by PEER and EJN on April 3, 2023. In response to the groups' petition, EPA agreed to commence rulemaking to cover facilities that incinerate municipal solid waste, as well as a portion of the nation's medical waste incinerators, commercial and industrial incinerators, and pyrolysis and gasification facilities, where waste incineration is the facility's primary business. EPA estimates that this rulemaking would cover 60 facilities. When these facilities burn waste, they produce hazardous air pollutants including particulate matter (PM2.5 and PM10), carbon monoxide, acid gases, nitrogen oxides, per- and polyfluoroalkyl substances (PFAS) and cancer-causing dioxins. A new West Health-Gallup study recently found that a mere 55% of Americans believe they can afford their healthcare and prescription drugs, down six points in just one year. Thankfully, Congress has a rare bi-partisan opportunity in this upcoming lame duck session to address one of the primary drivers of this crisis: pharmacy benefit managers, or PBMs. These powerful middlemen control prescription drug access for millions of Americans, and their business model is nefarious -- but currently legal. PBMs, which represent for-profit insurance companies, extract (or dictate) substantial rebates and discounts off the nominal "list" price of medicines and also decide which medicines should be covered on different insurance plans. Philadelphia Double Homicide

The following information is preliminary and subject to change, with updates to be provided as they become available. A double homicide occurred in the 16th District at 700 Union Street, Philadelphia, at approximately 10:03 PM December 26. The victims a Black male, identified as John Doe, and a Black female, identified as Jane Doe, both of whom were shot multiple times. Medic 50 pronounced the male victim deceased at 10:10 PM and the female victim at 10:11 PM. Currently, no motive has been identified, no weapons have been recovered, and no arrests have been made. Philly Border Officers Seized $1.4M in Counterfeit PA Inspection Stickers

Above, Counterfeit Pennsylvania vehicle inspection stickers shipped from Israel to an address in Philadelphia. No arrests have been made. PHILADELPHIA – U.S. Customs and Border Protection officers recently seized 22,000 counterfeit Pennsylvania vehicle inspection stickers that were shipped from Israel to an address in Philadelphia. The fake inspection stickers were assessed at $1,404,700, had they been authentic. There were no arrests. CBP officers encountered the fake inspection stickers in two separate shipments – 10,000 in a parcel that arrived on November 26, and 12,000 that arrived in a parcel on December 9. CBP officers suspected the inspection stickers to be fraudulent and detained both shipments. Pennsylvania authorities confirmed that the vehicle inspection stickers were counterfeit, and CBP officers seized the stickers on December 16. Some Local Governments, and School Districts Failed to Submit Union Contracts to PERC

TRENTON—A review by the Office of the State Comptroller finds a majority of school districts and more than one in four municipalities have failed to comply with a requirement to submit current union contracts to the New Jersey Public Employment Relations Commission (PERC). Under the New Jersey Employer-Employee Relations Act (EERA), enacted in 1968, public employers are required to file their employee labor contracts with PERC. Since 2010, PERC also has been required to publish the contracts on its website. A review by OSC finds that compliance has plummeted since 2010. The Office of the State Comptroller found even motorists suspected of dangerous driving offenses were let go by New Jersey State Police. Posted on - 12/18/2024 TRENTON—An investigation finds that New Jersey State Police troopers routinely gave preferential treatment to certain motorists who presented a courtesy card or asserted a personal connection to law enforcement—even when motorists were suspected of dangerous offenses, like drunk driving, according to a new report by the New Jersey Office of the State Comptroller. OSC’s Police Accountability Project reviewed body-worn camera footage of 501 no-enforcement stops by New Jersey State Police--meaning stops where New Jersey State troopers did not issue tickets or make arrests. In 139 or 27 percent of these no-enforcement stops, motorists presented a courtesy card, claimed to have a friend or relative in law enforcement, or flashed a law enforcement badge and then were let go, OSC’s report said.
