Vineland Woman Charged with Deliberately Striking Dead Victim with Her Car

VINELAND, NJ--As a result of an investigation by the Cumberland County Prosecutor’s Office, Defendant Breanna Rowley, age 22, of Delmar Drive, Vineland, has been arrested and charged with the following offenses in Cumberland County:

  • Homicide, 1st degree, in violation of 2C:11-3a(1)/(2);
    - Vehicular Homicide, 2nd degree, in violation of 2C:11-5a;
    - Leaving the Scene of an Accident Causing Death of Another, 2nd degree, in violation
    of 2C:11-5.1;
    - Endangering an Injured Victim, 3rd degree, in violation of 2C:12-1.2;
    - Possession of a Weapon for an Unlawful Purpose, 3rd degree, in violation of 2C:39-4d;
    - Unlawful Possession of a Weapon, 4th degree, in violation of 2C:39-5d;
    - Obstruction the Administration of Law, 4th degree, in violation of 2C:29-1.The aforementioned charges were filed today, 11/7/24.

In addition to the above, Breanna Rowley was charged in Salem County, New Jersey on 10/25/24 with the following offenses:


  • Obstruction the Administration of Law, 4th degree, in violation of 2C:29-1;
    - Hindering Apprehension, 3rd degree, in violation of 2C:23-3b(1);
    - Tampering with Evidence, 4th degree, in violation of 2C:28-6.

This arrest is related to the homicide of victim Caroline Bump, age 21 years old, of Millville. The homicide occurred on October 22, 2024, at approximately 11:15, p.m., in the area of 701 Glenside Road in Millville, New Jersey. The State alleges that that the parties knew each other and were together before the criminal conduct that caused the victim’s death. The defendant is alleged to have operated a Silver 2003 Infinity G35, NJ Registration E41RLB that was used to
strike the victim at a high rate of speed while she was standing in the roadway. The defendant is alleged to have fled the area in the above referenced vehicle, leaving the victim severely injured and/or deceased without providing aid or otherwise calling for assistance. The victim was located approximately two hours later by a passer-by, having already expired as a result of the high-speed
impact and injuries resulting therefrom. The State further alleges that the defendant took steps to conceal the damage to the above-referenced vehicle and her involvement after the incident occurred.

 

Executive Assistant Prosecutor Lesley Snock of the Cumberland County Prosecutor’s Office has been deputized to handle both the Cumberland and Salem County charges. The defendant is currently lodged in the Salem County Jail pending a detention hearing that will be filed by the State.
