September 4, 2024

On Wednesday, September 4, 2024, at 11:26 p.m., officers from the 9th District responded to a report of a "Person with a Gun / Gunshots / Report of a male shot on the highway" on the unit block of S. 2nd Street. Upon arrival, officers discovered an unresponsive Black male lying on the highway with multiple gunshot wounds to his body. The victim was immediately transported by police to Thomas Jefferson University Hospital, where he was pronounced dead at 12:04 a.m. on Thursday, September 5, 2024. The victim has been identified as Michael Clemens 33 from 4XX E. Montana Street,

A loaded firearm was found at the scene next to the victim. 

No arrests have been made, and the motive for the shooting remains unknown. The investigation is ongoing by the Philadelphia Police Department's Homicide Unit. Anyone with information about this incident is encouraged to contact the Homicide Unit at 215-686-3334 or call/text the PPD's tipline at 215-686-TIPS (8477). A $20,000 reward is being offered for information leading to an arrest and conviction.

**Shooting Investigation:**

On the morning of September 5, 2024, at approximately 12:19 a.m., 1st District officers responded to a shooting on the 23XX block of Bambrey Terrace. A 32-year-old  male sustained a graze wound to his lower back. The victim was transported by Medic 40B to Presbyterian Hospital, where he is currently in stable condition. The scene is being held for investigation. No arrests have been made, and no weapons have been recovered.

**Arson Investigation**
15th District - A fire broke out in the rear garage of a private residence on the 4100 block of Decatur Street at approximately 4:43 AM. Multiple 911 calls were received, and Ladder 20 along with Engine 36 responded to the scene, bringing the fire under control by 5:29 AM. The blaze has displaced residents from two homes on the 4100 block of Decatur Street. Fortunately, no injuries have been reported. The Fire Marshall, has determined that the fire was an act of arson. The scene is currently secured, and no arrests have been made.

**Shooting Incident**
24th District - A shooting occurred at the intersection of Claridge and E Luzerne Streets at 4:17 AM. A 16-year-old male sustained a gunshot wound to the left calf. He was transported by police to St. Christopher's Hospital for Children and is currently in stable condition. No crime scene has been located, and no arrests or weapon recoveries have been made at this time.

**Stabbing Incident**
17th District - A stabbing incident took place on the 1600 block of Tasker Street at 2:11 AM. A 32-year-old Black male was stabbed once in the stomach and once in the left arm. He was initially transported to Methodist Hospital by a private vehicle and later transferred to Jefferson Center City Hospital, where he remains in critical condition. No arrests have been made in connection with this incident. 

Tragic Fire in the 24th District Results in One Fatality; Suspect Arrested and Charged

Philadelphia, PA – August 23, 2024: In the early hours of Friday, August 23, 2024, a devastating fire broke out in the 1800 block of East Russell Street. At approximately 4:32 AM, officers from the 24th District, along with members of the Philadelphia Fire Department, responded to a report of people trapped at the location. Upon arrival, officers observed individuals on the roof of the residence. Firefighters successfully rescued the family members, who then informed them that their mother was still inside the home.

Firefighters located the victim, later identified as 66-year-old Evelyn Payne, unresponsive in the front second-floor bedroom. Despite efforts, she was pronounced dead at the scene at 5:28 AM by Medic 58. The fire, which spread to several neighboring homes, caused significant damage and loss.

A male suspect was taken into custody at the scene. The suspect, identified as 38-year-old Shadeek McDowell, has been charged with Murder, Arson, five counts of Aggravated Assault, five counts of Simple Assault, and related offenses.

MISSING PERSONThe Philadelphia Police Department is seeking the public’s assistance in locating a missing endangered person, Katie Thornton. Ms. Thornton left her residence at 19XX S. 22nd Street on August 23, 2024, at approximately 9:38 PM to go food shopping and has not been seen since. Katie Thornton is 73 years old, approximately 5’2” tall, has brown eyes and black hair, and was last seen wearing a dark gray sweater, a navy blue, light blue, and white striped shirt, and light gray sweatpants. She was carrying a navy blue shopping bag with yellow sunflowers on it that had two wheels.
