Violent Road Rage Clash in Philadelphia Ends in Death of One Combatant

PHILADELPHIA, PA (April 20, 2024)– A man was arrested yesterday evening by Philadelphia Police and is facing multiple charges following a fatal hit-and-run and stabbing that occurred on April 8th, 2024.
On that date at approximately 7:40 pm, officers from the 3rd Police District responded to a report of a person screaming at 1600 S. Front St. Upon arrival, they found a 22-year-old male victim, later identified as Mang Sang of Philadelphia, trapped under a white KIA GT sedan. Officers also observed that Sang had sustained a large laceration to the right side of his neck and found a knife on the ground with blood evidence behind the vehicle. Philadelphia Fire Department paramedics pronounced Sang deceased at the scene at 7:47 pm.
The homicide investigation revealed the victim had been involved in an argument with an unidentified male suspect that turned physical. It is believed the victim was stabbed during the altercation and then knocked to the ground. The suspect then struck the victim with their own vehicle before fleeing the scene in a dark-colored car.
Following the release of surveillance footage on April 18th that partially depicts the incident, police received several tips identifying the suspect as 20-year-old Yel Win of Philadelphia. Win turned himself into the PPD at 5:30 pm that same day. The District Attorney’s Office has charged Win with murder, robbery, possession of an instrument of crime (PIC), tampering with evidence, and abuse of corpse.
