Unit Block E. Cliveden Street

PHILADELPHIA – On Saturday, April 20, 2024, at 1:03 AM, a 23/B/F complainant residing at an apartment building on the unit block of E. Cliveden Street, was inside her apartment with a female friend and the defendant, 23-year-old Maurice Samuels. An argument ensued between the complainant and Samuels, and he was asked to leave. Samuels later returned and entered the apartment through a window. Subsequently, Samuels grabbed the complainant by the arm and took her to the bedroom, continuing the argument which was domestic in nature.  A second male, later identified as a 26-year-old Black male - a subject of the domestic argument -  arrived at the building and knocked on the front door. The complainant alleges that Samuels grabbed a hammer and went outside to confront the 26/B/M.

Responding 14th District officers, Lieutenant #1, identified as Lt. Todd Landherr and Officer #2, identified as Officer Shana Moore, in full uniform and operating marked patrol vehicles, responded to a radio call for a person with a gun at the apartment building. Upon arrival, the officers observed the 26/B/M on the top step knocking on the front door, calling for Samuels to exit the building. The 26/B/M outside was heard saying "Oh - you have a hammer" and moving away from the entrance.

Both officers then observed Samuels come to the front door and took cover. Samuels exited the building holding an object in his hand, which they believed to be a firearm. Samuels was pointing the object. At that point, both officers discharged their firearms. As the officers were backing away, Samuels reentered the apartment building.

A barricade was declared, and SWAT was requested. Samuels subsequently exited the property and was taken into custody without further incident.

He was taken to an area hospital where he was treated and released for gunshot a GSW to one arm, and a graze wound to the other arm.

A hammer was recovered from the scene.

Discharging Officers

Lieutenant Todd Landherr is 42-years-old, a 16-year veteran of the Philadelphia Police Department, and is assigned to the 14^th Police District.

Officer Shana Moore is 36-years-old, an 8-year veteran of the Philadelphia Police Department, and is assigned to the 14^th Police District. 

Defendant

Maurice Samuels, 23/B/M, from Philadelphia. Samuels has been charged with Burglary, Criminal Trespass, PIC, Terroristic Threats, and related charges.

Note: The incident remains under investigation with The Officer Involved Shooting Investigations Unit (OISI), The Internal Affairs Bureau (IAB), and the Philadelphia District Attorney's Office (DAO). 

Per departmental policy, the discharging officers have been placed on administrative duty pending the outcome of the investigation.
