The resolution states that the City of Gloucester City must appoint either a fire chief or a director of fire services due to the retirement of Fire Chief Brian Hagan. It further states that Thomas Quinn possesses the necessary qualifications and experience to serve in the said capacity and is well prepared to assume the responsibilities of the Gloucester City Fire Department.

Quinn has a long history of fire service and has risen through the ranks from a firefighter to the position of Fire Chief of the City of Camden. He is well respected throughout the area. Quinn will serve in the said capacity subject to certain terms and conditions, which will be established by the mayor and council.
