More Information Released Regarding Philadelphia Police Shooting on Sunday

PHILADELPHIA POLICE OFFICERS SHOT IN THE LINE OF DUTY & OFFICER-INVOLVED SHOOTING

PHILADELPHIA- On Sunday, December 10, 2023, at 2:32 A.M., a 2nd District sergeant was on duty, in full uniform, and operating a marked RPC, when he responded to a radio call for a person with a gun/gunshots in the area of Cottman Avenue and Roosevelt Boulevard. Police radio provided information of a black male wearing a tan puffy jacket getting into a grey Ford pick-up truck, firing a gun. As the sergeant arrived on location, he saw a grey Dodge Ram pick-up truck on the 7300 block of Brous Avenue occupied by a black male wearing a tan-colored jacket. The sergeant notified police radio, requested additional units to conduct a vehicle stop, and activated his emergency lights and siren at the intersection of Saint Vincent and Roosevelt Blvd. The Dodge Ram pulled over to the right side of the road and stopped.
As the sergeant approached, the Dodge Ram pick-up drove off on Saint Vincent and then northbound in the outer lanes of Roosevelt Blvd.
A short time later, Officer Christopher Rycek and Officer Henry Glenn of the Highway Patrol Unit attempted to conduct a vehicle investigation at 8000 Frankford Ave at Welsh Road. The officers were in front of the Dodge Ram pick-up truck and were struck in the rear of their patrol car, causing major damage. As Officers Rycek and Glenn exited the police car, the operator of the Grey Dodge Ram pick-up truck, a 40-year-old Black male, later identified as Dioul Devaughn, fired upon the officers, striking Officer Glenn once in his ankle. Officer Glenn was also grazed in the head. Officer Rycek received a graze wound to the bridge of his nose. Both Officers were able to return gunfire.
Officer Kenneth Fazio and Officer Michael Mitchell, also of the Highway Patrol Unit, pulled up behind the Dodge Ram pick-up truck and fired at the male driver inside the grey pick-up truck.
The vehicle driven by Officers Rycek and Glenn was struck multiple times, and its rear passenger window was shattered by gunfire.
Officers Rycek and Glenn were transported to Jefferson Torresdale Hospital and listed in stable condition. Both officers have since been released.
Devaughn was transported to Jefferson Torresdale Hospital by PFD medics in critical condition.
Devaughn’s gun was recovered inside the pick-up truck.
Dioul Devaughn, 40/B/M, has been charged with following offenses as it relates to each officer:

Officer Christopher Rycek is 32 years old and a 9-year veteran of the Philadelphia Police Department assigned to Highway Patrol. Officer Rycek suffered a graze wound to the bridge of his nose. He was transported to Jefferson-Torresdale Hospital in stable condition and was later released.
Officer Henry Glenn is 31 years old and a 6-year veteran of the Philadelphia Police Department assigned to Highway Patrol. Officer Glenn was struck once in his ankle and grazed in the head. He was transported to Jefferson-Torresdale Hospital in stable condition and has been released.
Officer Michael Mitchell is 34 years old and a 12-year veteran of the Philadelphia Police Department assigned to Highway Patrol. Officer Michael Mitchell was not injured.
Officer Kenneth Fazio is 40 years old and an 18-year veteran of the Philadelphia Police Department assigned to Highway Patrol. Officer Fazio was not injured.
All discharging officers have been placed on administrative duty pending the outcome of the Officer-Involved Shooting investigation and Internal Affairs investigation.
