MAYS LANDING— Following a joint investigation by the Atlantic County Prosecutor’s Office and Egg Harbor Township Police Department, five individuals were arrested on Tuesday, Nov. 23, 2021, at a home in Egg Harbor Township after members of the ACPO Gangs, Guns and Narcotics Unit, the Egg Harbor Township Police Department and SWAT successfully executed a “no knock” search warrant at the home without incident, Acting Atlantic County Prosecutor Cary Shill announced.

The arrests of these 5 defendants are the result of a 3-week long investigation by the ACPO Gangs, Guns and Narcotics Unit that began in early November 2021.

The following individuals were arrested after the execution of the search warrant:

1. Jason French, age 41, of EHT
2. Jaime Winters, age 39, of EHT
3. Jenny Mangano, age 36, of EHT
4. Vincente Luna, age 39, of Vineland
5. Richard Kelly, age 37, of EHT

During the execution of the search warrant law enforcement officers recovered the following items:

• Over ½ ounce of Crystal Methamphetamine
• One (1) Sawed off Shotgun with multiple rounds of rifled slug ammunition
• One (1) 9 mm Taurus Handgun loaded with 6 rounds of ball 9 mm ammunition
• Digital scale
• Cell phones and a hard drive containing surveillance footage of the home

The defendants were arrested and charged with the following offenses:

Jason French:

3^rd degree Possession of Methamphetamine with the intent to distribute

3^rd degree Possession of Methamphetamine

2 counts of 2^nd degree Possession of a Weapon during the course of a CDS Offense

2 counts 2^nd degree Certain Persons Not to Possess a Weapon

Jaime Winters:

3^rd degree Possession of Methamphetamine with the intent to distribute

3^rd degree Possession of Methamphetamine

2 counts of 2^nd degree Possession of a Weapon during the course of a CDS Offense

Jenny  Mangano:

3^rd degree Possession of Methamphetamine with the intent to distribute

3^rd degree Possession of Methamphetamine

2 counts of 2^nd degree Possession of a Weapon during the course of a CDS Offense

Vincente Luna:

2^nd degree Possession of Methamphetamine with the intent to distribute

3^rd degree Possession of Methamphetamine

2 counts of 2^nd degree Possession of a Weapon during the course of a CDS Offense

2 counts of 2^nd degree Possession of a Weapon during the course of a CDS Offense

3^rd degree Hindering

2 counts 2^nd degree Certain Persons Not to Possess a Weapon

Richard Kelly:

3^rd degree Possession of Methamphetamine with the intent to distribute

2 counts of 2^nd degree Possession of a Weapon during the course of a CDS Offense

The 5 defendants were transported and lodged in the Atlantic County Justice Facility. This is a cooperative investigation by the ACPO Gangs, Guns and Narcotics Unit and the Egg Harbor Township Police Department.
