LOWER TOWNSHIP, NJ --Lower Township Police report that during the early morning hours on Sunday, April 14th, 2019 at approximately 2:21 A.M., Cape May County Dispatch received a call that a motor vehicle was turned over with a driver trapped inside. The caller informed dispatch that the vehicle was on the property at 646 Seashore Road, in the Erma section of Lower Township. Erma Fire Department and Lower Township Rescue were dispatched as well.
Upon arrival, witnesses at the scene notified Patrol Officer Adam Hegarty that the driver of the vehicle was able to exit through the front windshield before fleeing , on foot, north on Seashore Road. Responding officers observed a white 2004 Ford Explorer, turned over, and lying on the driver’s side, with a large amount of the front windshield missing. A witness stated he saw the driver kicking out the windshield from inside the vehicle. A full description of the driver was also given. Sergeant Robert Smith arrived on scene and requested Cape May County Sheriff’s K-9 unit respond to assist in locating the above driver, who they were concerned, may have been injured. Officers were successful in tracking the driver, who matched the description given by witnesses.
The driver, identified as William M. Douger, 40-year-old male, from Bensalem, PA was found lying on the Lower Township bike path approximately 1 mile north of the crash scene. Further investigation by Patrol Officers Corey Scheid and Michael Nuscis determined that Mr. Douger was operating his vehicle under the influence of an intoxicating alcohol and/or drugs. He was subsequently arrested for Driving While Intoxicated (DWI), Title 39:4-50. Lower Township Rescue responded and transported Mr. Douger to Cape Regional Medical Center where he was medically evaluated.
Mr. Douger was also charged with Failure to Maintain Lane, Title 39:4-88; Leaving the Scene of a Motor Vehicle Accident, Title 39:4-129; Failure to Report a Motor Vehicle Accident, Title 39:4-130; and Reckless Driving, Title 39:4-96.
