Barefoot Bay, Fl (February 22, 2019)--Joyce  Ruth Countiss, Ed.D,. of Barefoot Bay, Fl., passed away peacefully on Saturday,

February 16, after a brief illness.

Born December 7, 1943, she was the daughter of Warren and Lille Countiss of Gloucester City, and North Wildwood, NJ. where Joyce spent her summers on the Jersey shore boating, fishing, water skiing ,and dancing at the Starlight ballroom.

Joyce  graduated from Gloucester City High School in 1961, where she was a standout basketball player. Joyce pursued her love of sports at Douglas College, Rutgers University where she  graduated in 1965 with a degree in Physical Education.

Thereafter she received her Ed.D from Temple University.   Joyce continued her academic career as a professor and assistant director of athletics  at West Chester University.

Her 1977 doctoral thesis entitled,“Equity in School Athletics”, served as a pioneering guide for schools to use to implement the Title VI and Title IX rulings for equity in athletic offerings for women, and coaches salaries. 


Joyce earned her boat captains license, and had her own charter fishing business  on her boat, Intuition. 

She started the organization, Women on the Water, Inc. , and served as its President for many years.

Joyce is survived by her longtime loving partner and wife of 38 years, Deb Blankenship, and many old and new friends. Funeral services are private.
