The E-Mail They Didn’t Want You to See

On Thursday, August 28, a mediation session between City News Publisher Albert Countryman, City News Publisher Emeritus Bill Cleary, City Solicitor John Kearney and a representative of the state’s Government Records Council was held to discuss the controversial E-mail that was sent in June by City Administrator Paul Kain to Councilman Nick Marchese, Finance Chairman.

The City News had filed an OPRA request in June for a copy of the Email so it could be made public. OPRA provides that "... government records shall be readily accessible for inspection, copying, or examination .... With certain exceptions ..." N.J.S.A. 47:1A-1.

However, Pau Kain, the City’s custodian of records refused to release the E-mail. “The information requested in your OPRA dated June 27, 2008, refers to confidential, inter-agency, intra-agency advisory, consultative, and or deliberative material and is therefore exempted from the Open Public Records Act.”

Countryman and Cleary had received a copy of the correspondence in question via snail mail in June from an anonymous source.

Mr. Countryman and I decided to file an OPRA request to see whether or not Mr. Kain would release the information willingly. When he denied the request we decided to take the next step and ask for mediation.

After our meeting yesterday we have decided that it does not meet the criteria to be excluded from public view. It will be released in its entirety next week.

I think anything the school board can do to protect our school children from the diseases carried by the Canadian goose resident population is fine with me.
I really do think that these vermin should be permanently exterminated and their disease ridden bodies disposed of..
Better yet, have a hunt and turn the carcasses over to some food bank to feed the homeless,at least these air-rats would serve a useful purpose.

Well finally we can know what Kain has been doing to undermind the mayor and council. Release the email and say goodbye to good old Paul.

I think that we were already informed months ago as to the content of the e-mail, so it's not really "News" we even know who he sent e-mails to, department heads, to a hospital e-mail, to Jim Ferry's I guess he makes the decision for his wife Council Woman Kellie Ferry?

Anyway we've already heard that Paul is sick of Nick and doesn't want to work with him. He should have just humored everyone and gave up a copy, but he knew that the information was already out oh well, people have done worst. Paul Kain earns his paycheck. Leave Paul Kain Alone!
Next Subject Please!

Why not say goodbye to the new solicitor. He is the one who talked us into keeping Paul Kain. Kain has never done a good job in either position, but it appears Maley was doing a better job than Kearney of running the city in the absence of any good leadership. Maybe we should do away with the administrator position and advertise for a solicitor that can call the shots.

If you are so well informed why don't you share the content with the rest of us.
Personally I would like to see Scott Mac, GC3, Ingrateful1 and Mike Kaz weigh in on the content.

Maybe Marchese should stick to building houses instead of telling a certified clerk/city administrator how to do his job. I don't see Paul Kain out on a job site telling Marchese the ins and outs of building houses. Maybe Paul is trying to prevent the City from getting sued because Marchese insists on having his friends involved in the pier development. IMPEACH MARCHESE!! HE IS NOT FIGHTING THE GOOD FIGHT LIKE HE PROMISED.

To Kain Supporter, You said it all, Mr. Marchese is trying to full his own pockets. He should not be aloud to make any votes on say anything about the Pier or any housing issues. Yes this is totaly a conflict of issues. He is all about building, it's his Full Time Paid Job. Who's getting Money in the end ????????.

Kain Supporter

If Kain had been doing his job instead of engaging in politics while on the job he could have become capable and respected. He chose to be the agent for the old DEMS and be their hit man. Now it is too late to unring the bell he chose to ring.

The James gang was more than generous by letting him stay on after openly campaigning against them while on the job. The email in question is a rock solid indication that Paul Kain is not willing to do his job and keep his mouth shut. He chooses not to be a team player. He is cut from the same cloth as Bobby Gorman. He firmly believes the James Gang is a one term administration and if he has his way it will be.

The James Gang needs to play hardball like the Kain-Gorman administration did. They took no prisoners. Paul has been a puppet for his family and if he had any real abilities he would have demonstrated them long before now. If his abilities are so great he will be running another town in no time at all.

Im not sure why people are continueing to complain about paul kain and are begging and pleading with the James Gang to get rid of him because apparently he's so bad. Rumor has it that they just renewed his contract for 3-4 years. Aparently he's not that bad or cant find anyone better, or maybe he has something on them? hmmm Cleary will ya confirm and report that news if true.

Anonymous I appreciate your wanting my comments but if you are referring to Paul Kain and/or local political performance I am not in the know. My opinions are mostly general in nature and I don't think I'm known to make an opinion on something I have no knowledge of. I am passionate but not a good bull*******.

Paul Kain is not qualified for his job. I was in there a few weeks ago to get something from our clerks office and it was closed at 2:00 in the afternoon. The only problem I had is that I took off early to get in there before they closed which may I add I lost about $25.00 and no one was in the office and Paul was apprently upstairs the whole time. I saw his car in the parking lot. I would say he does not do his job.

NEPOTISM said...

How about this one...the new "manager" for Chatham Square Apts is a relative of Marchese and does not live in this city. Why is it that every other employee has to live in this city to get hired except this one? Hmmmm, sounds like Dirty Democratic Politics. Hagan has mastered the art of Nepotism and is obviously teaching Marchese and Company all of his tricks. Whats next......Police Chief Kenny Eller? Wait and see...

Once in a while the subject of Paul Kain comes up and it seems like one person who doesn't get his way keeps posting. Ya, Rick Gonzales is the usual person complaining about Paul. Now it seems that after Rick was confronted about how awful his business "Joric" on Jersey Ave. looks like a junk yard, that Rick has seemed to either be keeping his mouth shut because people in glass houses shouldn't throw stones.

Or he is just posting anonymously saying the exact same things as he has in the past, minus his name. Think about it, I guess the way those shipping containers were piled as high as Holt, and messy as heck, well you're in the know.
Paul does his Job period. Get a life he's not going ANYWHERE Rick!

You old Dems wrote the book on nepotism. Who do you think you're kidding? Just add up how much money every single year Gloucester taxpayers pay to Bobby Gorman's family. To say nothing of the fact that his apartment on Monmouth Street looks like a Morrocan street bazaar. What's that all about? You old time Dems are done for good. No one in Gloucester likes you. You didn't even have the guts to run anyone in the past election to avoid being shut out and buried again. You're not an endangered species---you're extinct.

Anna Marie, Bowie, Paul, Eleanor Kain and any others who still hold office are definatly on there way to extinction. On another note I did hear that the posisition in question is none other then that of City Admin. of Gloucester City which currently belongs to Paul Kain.

How soon will the basic qualifications be posted?
Is there a state website that lists such information?
Have we ever had any applicants that were local residents?

If Mr. Countryman is correct and Mr. Kain is wrong what course of action does the governing body have to take? Will it cost the taxpayers any money if Mr. Kain is wrong? The fire department is already killing us. Do we need to carry another mill stone around our neck?
