Suspect Seen Pulling His Hair and Biting His Arm on Route 130, Arrested on Narcotic Charges

GLOUCESTER CITY NJ (March 27, 2017)(CNBNewsnet)--Gloucester City police responding to a report of a disabled motor vehicle found the driver acting in an erratic manner. Police said he was pulling his own hair and biting his own arm. Police arrested the man, a resident of Philadelphia, after discovering a large quantity of crystal methamphetamine along with drug paraphernalia. Police gave the following report.
Saturday, March 25 at 3:40 am Ptl. Blaise O’Donnell and K9 Demo responded to Rt. 130 south just before Little Timber Creek for a report of a disabled motor vehicle. Upon arrival, the vehicle was observed stopped at the center and left lanes of the highway.
The driver was acting in an erratic manner, specifically, pulling his own hair and biting his own arm. The driver was arrested on an outstanding warrant from Mays Landing and further investigation resulted in the recovery of a large quantity of crystal methamphetamine, packaging materials, and U.S. currency.
Igor Khavulya (35), a resident of Philadelphia, was charged with possession of CDS, distribution of CDS, distribution within 1000 feet of a school, possession of drug paraphernalia and driving on a suspended license. After processing, he was released on bail pending a future court appearance.
