Following a 90 minute executive session Gloucester City Mayor and Council unanimously voted to hire a new employee to help City Administrator/Municipal Clerk Paul Kain. The vote came Thursday night after the city council meeting was adjourned.
The new employee is Lori Kraft of Gloucester City. The salary for the new position is not known.
Kain, who has been working without a contract since December 2006, has been asking for an assistant since the James administration took control in 2007. According to New Jersey by the Numbers http://www.nj.com/news/bythenumbers/ Kain’s salary for his Gloucester City job is $90,000. The site shows that Kain also works part-time for a community in Washington Township for a salary of $13,543.
Total amount $104,047.
Note: Today, Friday, the Gloucester City News filed an OPRA request for a copy of the E-mail correspondence mentioned in the story link below.

Here we go again. Why don't we let Paul stay home. He is only in it for the money. Top secret decisions seem to be as common in the James administration as the were in the Kain-Gorman administration.
Or is it the Kain-James administration?
James got rid of Theresa Ritchie and replaced her with 6 new hires.
I guess Theresa should have had a James sign out at election time.
I heard Rick Gonzales was hoping to get the job as Paul Kain's assistant.
Wow, Lori Kraft and Maggie Kain(Paul's wife) are best friends. This administration is just as corrupt as the old one with all of the favors for friends and family. I can't wait for her salary and job description to be posted.
Paul
Keep up the good work for the Kain-James administration. Keep the family strong and firmly entrenched. Don't trust Rick he would RAT YOU OUT in a heartbeat.
was this job even posted or was it simply just given to one of maggie's friends? if paul didnt have two jobs he wouldnt need an assistant. hire someone qualified to be administrator
Lets see a guy doesn't do his job (Paul) so lets pay an assistant, wow that shows some real change there James! LOL another JOKE !! What is next I'm afraid to ask !!
The salary was orginally from $17.25 - $20 per hour. Marchese got it lowered to $15.25. Kain had put the salary in himself without getting it approved by the finance cmte. or discussing it with anyone I believe.
Cousin Paulie, we are so happy for you. See we told you to stamp your feet, cry real loud, and take 30 days off . It works every time.
You are a credit to the Gorman-Kain family name.Keep it up and the next senior citizen building constructed might even be called
The Kain Manor Apartments......
On a serious note do you think the officials in Washington Township will fall for the same line? If so,maybe you can get an assistant for that job too.
Let's see, who in the family or among our friends is looking for a job?
Nick
Thanks for keeping us taxpayers in mind. Every little bit helps.
SHOCKER!
Mayor James, when is your term up? I cannot wait to vote you out and put Nick in your place.
As I read all of these posts, I wonder why everyone is so suprised to hear of these things happening in this city. Why is it that we expect so much from the government of this city? This is how this city has been run for years and will continue so for the forseeable future. Every new group that gets elected has their grand visions and tell everybody how change will take place with us at the helm. Why is it that we have been a poverty stricken, blue collar town for so long and nothing we do or who we elect changes that? We need to accept that this is what this city is and we cannot put so much trust and hope into the elected officials of this city. Officials have been taking care of family and friends in this city for generations and we think it will stop with this group? Get serious. We all know that things in every city and town change, places come and go, buisnesses open and close and whoever is in power at that particular time gets the credit or blame, weather they deserve it or not. The political wheels of this town have been in motion long before this group and obviously are still turning the same way. The fact of the matter is that the current mayor and council are no different that the previous one and certainly no different than in the past. We all hope against hope, especially if you have lived in this town for any lenth of time, that this administation will be different. We all know that it won't, but we hope and tell ourselves that it will. We have a history of bad government. Good people with good intentions and good hearts, but bad government. This is just food for thought.
This regards Gov. Corzine's personal relationship with state CWA union official Carla Katz. It seems to me there will always be at least the appearance of a conflict of interest when the state's chief executive is involved in an intimate relationship with an official of a labor entity with which the executive branch will be involved in "arm's-length" collective bargaining.
Only an unprincipled cad would want to publicize private communications with his lover. I can't think of a more ungentlemanly thing to do, and I won't blame a guy who does what he can to avoid it. But since the appearance of impropriety can't be avoided - or tolerated, apparently - the only solution I can see is a statute making those kinds of relationships unlawful. If you want the position, forgoing the romance will be a job requirement. I wouldn't want to be the one drafting THAT law.
We could consider demanding such disclosures only where there is clear evidence of unethical behavior, but that's a lot to ask.
Just wondering. Before Paul was Admin/Clerk what did the city pay past Admin. Lets go back to paying a full time admin. and dump some of these other posistions our city will be better off. If it means spending extra to get millios in grant money that Paul has lost it will pay its own salary.
