Update: I have been able to view part of the email correspondence between Gloucester City Administrator Paul Kain and Councilman Nick Marchese, City Council Finance Chairman. If you recall it was one of the Hot Topics of discussion among readers of ClearysNotebook in the past week. When Mayor Bill James was asked about a conflict between the Finance Chairman and the City Administrator, the mayor said that the City was in the midst of contract negotiations with Kain. “There are times when things become heated and that is to be expected.”

After reading one page it is evident that there is more going on than just heated contract talks. It is my opinion that two important people involved in the everyday workings of City government are at odds with one another. And have different notions on how the City should be operated.

Councilman Marchese on June 6 via E-mail had asked Administrator Kain if his report was available on the meeting held a week before about the Freedom Pier development at the former Coast Guard Base. Kain sent a “curt” response via E-mail the following day to Councilman Marchese. And also to members of the council, the deputy clerk Kathy Jentsch, Gina Dunphy UEZ office, Police Chief William Crothers, Frank Robertson and Bowie Johnson at the public works department.

Plus a CC: was sent to Fire Chief Brian Hagan, Joe Stecklair, Housing inspector, Joanne Marone, tax collector, Robert Saunders at a Cooper hospital E-mail address, John Dymond, tax assessor and to the Community Office. Also, the E-mail was sent to a person with the E-mail address of Gorman-Kain, and to a person with the E-mail address of James Ferry

I will be releasing more information about the E-mail later in the week.

Governor Corzine's refusal to release e-mails exchanged with Carla Katz, head of the CWA, despite a Court Order to do so, is troubling. The Governor is claiming executive privilege and, although he continues to fight the Court Order, he recently acknowledged that because of his upcoming battle for re-election, he may accede to the Court’s wishes and release the e-mails. State Republican Chairman Tom Wilson had requested the communications soon after the CWA and the Governor’s Office came to an agreement regarding a new contract last year. In May, Superior Court Judge Paul Innes decided that the e-mails constituted public information and ordered them released. While the Governor is concerned that his refusal to turn over the e-mails will be an issue when he runs for re-election, he is missing the bigger picture: his lack of judgment regarding the exchange of the e-mails in the first place.

As for the JEER to the City’s Parking Enforcement Officer for giving my granddaughter a parking ticket for blocking the sidewalk. The car bumper was overhanging the sidewalk but there was still room for people to walk.

A person commented,

The same thing happened to my husband and me at two separate times.

One time my husband was parked in our driveway with his truck (our car was parked there also because he was driving away and forgot something inside the house.  His truck bed was over the sidewalk but not in the street. The sidewalk was blocked but there was plenty of room to walk on the lip of the driveway without going into the street.  The enforcement officer gave us a ticket anyway.

Another time, our daughter brought our grandsons to our house and my husband told her to pull the van in the driveway because 1) it was sweeper day; and 2) we don't like our daughters to get the kids out of their cars on Powell Street. People travel much too fast on Powell. She got a ticket.

Could it be that the Democrat Club promised to keep its prized members Passed and Present informed on how well they are maintaining control over the city.

Or could it be Kain has been slow responding because he is waiting for feedback from all persons on the list.

On the matter of the car being ticketed because of it overhanging the sidewalk. Be aware that this is an incident that happens daily in your city.Cars constantly are parked in driveways with the rear sticking out onto the sidewalk.This may not seem like a big deal to most people but put yourself in the life of someone in a wheelchair. How are they supposed to get by?

Bill, could you please check with our local police department and see if the sweeper lady is actually allowed to by law, write anything other than a sweeper ticket or a city ordinance? I am hearing things around town about this.

Why isn't the city doing CO inspections at Chatham Square Apartments? God knows if there are any apartments in this town that should be inspected it would be those apartments. They are constantly harassing owners of apartments and because the city owns these they get a free pass. Typical Gloucester City double standards, you people make the laws now why don't you follow them? What happens if that place catches fire and people die? Does this leave the city open for a law suit because they didn't follow there own laws and assure the residents that they were living in a safe place? I think the city is playing with matches with this one.

As for me I am tired of heaing about Paul Kain. I never had a problem with him and liked the old admin. better. They were more focsed. However Paul is a political appointment. If he is not working out get rid of him. I am tired of hearig the arguing.

Hey Rick, did you know that your critic Desi is a Kain?
It is his mother's maiden name.
So it is Uncle Paul and Uncle Bowie and Uncle John and Aunt Kathy and Uncle Patrick and Uncle Tom and Uncle John etc.
His appointment to the fire dept. is just the Kain-Gorman way of displacing that Traitor Hagan's family. No more sharing power with traitors.

Great to hear that you'd be making a stink if McCain's middle name was "Hitler" (sidenote: weird how you NEVER see that name anywhere). So you wouldn't vote for someone no matter how qualified they were if you didn't like their name? Regardless of whether there was any connection whatsoever? Great. Gives me tons of confidence the American voting public. "Informed" voters like you are the reason that Bush was elected based on 'qualifications' such as "he's the one you'd most like to have a beer with". If I based my voting on that kind of wisdom, Vinnie "Boom Boom" DiGiacommo would be president right now (and that would be an improvement). Seriously, don't you think it'd be a great idea to take a close look at what these candidates actual policy thoughts are and maybe see exactly what they plan to do about actual issues and not base your vote on middle names? I'm not so sure voting SHOULD be an automatic right given to anyone over the age of 18. Perhaps we should start qualifying people first or we'll end up with another great eight years of another administration like this one.

You're asking for too much when you ask a Gloucesterite to vote based on a candidates policy or proposed course of action. The most recent council members ran without ever uttering a word about what they would do for the community if elected.

Would you consider it unreasonable to conclude that Paul Kain includes Jim Ferry in the distribution list of email correspondence to council and department heads so that Jim can explain what the correspondence means to Kellie.

. . . As you watch the flooding in the Midwest, have you noticed that
there are no farmers running around with stolen plasma TVs or holding stolen
liquor over their heads.

There's no looting, shooting or yelling 'Where's Bush?', 'Where's FEMA?, Where's my check?', or 'Why isn't the Government out here saving me and my farm?'

Likewise, I've also noticed there are no reports of any other country
coming to help, or sending aid.

All you did was just point out something negative about someone else.You sound like b.h.obama he still hasn't said what he's going to do as President.
