PERTH AMBOY -- The city has settled a sexual harassment lawsuit filed against Perth Amboy's former police chief by a department secretary for $150,000. Secretary Naldo Capo alleged former police chief Benjamin Ruiz harassed her between 2007 and 2014 by leering at her and inappropriately touching her shoulders at work.
