"In 2007, the city was on the hook for more than $38.1 million in
unused time compared with $30 million in 2015, city records show.
The resort ranked third in the state in 2014 in liabilities for terminal pay behind only Jersey City, which had $84 million, and Newark, which had $51 million, according to a state Department of Community Affairs report. Accumulated absences include any sick days, vacation days, personal days or other absence time authorized as part of an employer agreement which are not used by the employee during the allowed period and which are permitted to accumulate over time to the benefit of the employee.
The city was on the hook for more than $6.6 million in terminal-leave payments last year while struggling to close a more than $120 million budget hole, state records show."
