On Friday, February 21, 2014 at approximately 1:39 PM, the Gloucester Township Police (GTPD) received a 9-1-1 call for a vehicle that was being operated erratically on Blackwood Clementon Road. As officers saturated the area in an attempt to locate the vehicle, it was determined the vehicle was reported stolen earlier in the day by Haddonfield Police Department.
The vehicle was located in the parking lot of the United Check Cashing, located at 1309 Blackwood Clementon Road, and was occupied by two males. As officers approached the vehicle they observed the driver, identified as William H. Souder, loading a syringe with what appeared to be heroin. Upon noticing the officers presence Mr. Souder ignored commands not to move and instead threw the heroin onto the floor of the vehicle and began grinding it into the carpet with his boot. Both he and the passenger, Edward Goldsboro, were removed from the vehicle and taken into custody without further incident. Both subjects were found to be in possession of numerous hypodermic needles as well as stolen credit cards belonging to other people. Further investigation revealed that the stolen credit cards were proceeds of a vehicle burglary that had occurred in Haddonfield and is under investigation by that agency. The stolen vehicle was recovered and returned to the owner.
Both William H. Souder and Edward Goldsboro were charged with two (2) counts of Receiving Stolen Property, Possession of Hypodermic Needle, and Possession of Drug Paraphernalia. Mr. Souder was additionally charged with Tampering with Physical Evidence. Both subjects were processed and remanded to the Camden County Correctional Facility in default of $20,000/10% bail.
