DRPA Appoints New Police Chief, Homeland Security Director



CAMDEN, N.J. – The Delaware River Port Authority Board of Commissioners today appointed Jack Stief 1
Captain John L. Stief, a 29-year veteran of the DRPA police force, to serve as chief of police and Robert J. Shiver, a regional director with the Office of the Attorney General of Pennsylvania, to serve as homeland security director.

, 50, of Sewell, N.J. had been serving as acting chief of the 164-member DRPA police department since July 2012.  He replaces former DRPA Chief of Police David J. McClintock, who retired last year.

Chief Stief joined the DRPA police as a patrolman in 1984. He moved steadily up the ranks and was promoted to captain in 2010.   

Stief is a graduate of the FBI Academy, the Camden County Police Academy and the Northwestern University Staff and Command School.  He has received more than 20 commendations and law enforcement service awards.

He is a member of the FBI Academy Alumni Association, the Camden County Detectives Association, the Burlington County Detectives Association, the Gloucester County Detectives Association and the ARC (accident reconstruction) Network.  

Chief Stief’s annual salary will be $130,000.

Homeland Security Director Shiver will serve as the DRPA’s primary liaison with the U.S. Department of Homeland Security and will oversee strategic planning efforts related to security preparedness. He replaces former Homeland Security Director Robert J. Only, who retired last year.

Shiver, 60, joined the Philadelphia Police Department in 1972.  He retired in 1990, after serving as a sergeant with the stake-out (S.W.A.T.) unit. He went to work for the attorney general as a supervisory narcotics agent and was promoted to regional director of narcotics investigations in 2005. 

A resident of Holland, Pa., Shiver is a graduate of the Philadelphia Police Academy.  He received specialized professional training at the Pennsylvania State Police Academy, St. Petersburg College, the Middle Atlantic-Great Lakes Organized Crime Law Enforcement Network (MAGLOCLEN) and the Emergency Management Institute.

Shiver is a member of the Police Chiefs Association of Southeastern Pennsylvania and Pennsylvania Narcotic Officers’ Association.

Director Shiver’s annual salary will be $120,000.
