(Gloucester City News 5/31/12)Gloucester City Mayor and Council last week paid tribute to two City residents with proclamations recognizing their hard work, dedication and commitment to the community. Lion Dayl Baile and VFW State Commander Earl Courter were both honored by the governing body.

Though neither man was in attendance, Councilman Daniel Spencer read each official declaration lauding their achievements.

Baile, a lifelong City resident, has been a member of the Lions Association since 1998.

He has held several offices within the organization, including Head Lion and currently Governor of the Lions.

He has been a leader in the community for many years and involved with several projects for the betterment of the town.

Spencer said that Friday, June 1, will be designated “Dayl Baile Day” in Gloucester City.

Courter also has been a driving force in his community. He is presently the VFW State Commander, an achievement made all the more impressive by the fact that this is the first time ever that a state commander has come from the City.

Courter entered the U.S. Army in 1964 and served until 1968, at which time he was discharged due to wounds he suffered in Vietnam.

Saturday, June 16, will be decreed “Earl Courter Day” in Gloucester City.

Spencer said this particular date was chosen because Courter will also be honored at a VFW function in Wildwood, at which time he will relinquish his state commander title to the new incoming commander.

He will then be honored with a parade through Wildwood.

In other business, Council passed two bond ordinances which will allow for several “maintenance” improvements around the city, such as street repairs and re-paving, new windows and doors at the library and municipal building, new equipment for the water and sewer department and a new SUV for the police department.

Mayor William James compared the planned improvements to basic home upkeep chores that homeowners must perform to maintain their homes.

Council also approved the transfer of a retail consumption liquor license to Alissa Fine for Heavy’s on the Harbor, Jersey Avenue.

Fine was in attendance and introduced herself to Mayor and Council.

The new bar owner was enthusiastic about opening a business in the City.

Council members also approved payment of bills for the period covering April 27 to May 24, totaling $2,239,800.22.

The next Gloucester City Council meeting will be at 8 p.m. on Thursday, June 28, in City Hall, 313 Monmouth St.
