The State Local Finance Board recently fined four Gloucester City officials $100 each for refusing to file the Financial Disclosure Statements (FDS) due on April 30, 2008. The four officials who were fined are:
Ryan Murphy, Planning & Zoning Board
Jack Brandt, Planning & Zoning Board Alternate
Colleen Hagan, Library Board
Joanne B. Gurick, Library Board
I originally filed my complaint on September 11, 2009 against nineteen (19) Gloucester City officials for failing to file their FDS.
On January 31, 2011 and February 28, 2011, I received updates from the Local Finance Board advising that:
a) the following four officials had filed their forms: Former Councilman William R. Hagan, Planning/Zoning Board members Patrick Cerone and Jean McLaughlin and Board of Health member John Schmidt.
b) Clerk Kathleen Jentsch determined that the following officials weren't required by law to file Financial Statements, even though the city previously told them that they had to file: Historic Preservation Committee member Mary Jean Goheen, Urban Enterprise Zone member Dianne Fisher and Electrical Inspector William Fisher.
On June 20, 2011, I received a final update advising that
a) the following seven officials officials had filed their forms: Planning/Zoning Board members Michael Smallock and Frank Wunsch, Board of Health members Joseph Hartzel and Bernadette Gorman, Library Board member Mary Francis Kain, Board of Health Solicitor Michael Bonner and Housing Authority Member Kathy J. Gorman.
b) Clerk Kathleen Jentsch determined that Board of Health Member Dan Dobleman did not have to file because he was never sworn in as a Board member.
