By Leigh Anne Hubbs Gloucester City News Superintendent Joe Rafferty said Mount Ephraim has submitted its application for School Choice (Interdistrict Public School Choice Program Act) during last week’s Board of Education meeting. This program gives parents the option of sending their children to participating schools outside of their home district. Even if a school district does not participate, it still must choose between allowing up to 10 percent per grade level or 15 percent of total population to enroll in School Choice districts. School Board members voted to limit the number to 10 percent per grade. Rafferty said that if Mt. Ephraim participates, tuition from districts sending their students to this district could be an alternative revenue source, and that he would love to see programs brought back and more specials in the curriculum. By Leigh Anne Hubbs Gloucester City News After the Mount Ephraim Wawa opened, borough officials noticed an increase in the number of accidents occurring on the stretch of Black Horse Pike in front of the convenience store. In an effort to increase safety, the Board of Commissioners approved a "no left turn" restriction for vehicles turning onto Black Horse Pike from 4th Avenue. This intersection is across the street from Wawa's entrance and exit. Gloucester City is the only community still using the Ward system in this immediate area. For several years I along with others have been urging Mayor and Council to change Gloucester City’s out-dated form of government. The present system limits the chance of finding qualified residents who have an interest in serving in City government to run for office. The Wards system makes it even more difficult, as the candidate must live in that Ward to be able to serve in our form of government. The 60lb Gloucester Mustangs win the Turkey Bowl in dramatic fashion as Jamison Gorman breaks a 7-7 tie with less than a minute to play to clinch the win 13-7. The Mustangs thank Logan Twp. Caffeinated alcoholic beverages, or CABs, are alcoholic beverages that contain caffeine as an additive and are packaged in combined form. Alcoholic beverages to which caffeine has been added as a separate ingredient have raised health concerns at the Food and Drug Administration (FDA) as well as in other federal, state, and local agencies. On Nov. 17, 2010, FDA announced that it had sent warning letters to four companies that make malt versions of these beverages, advising them that the caffeine included as a separate ingredient is an “unsafe food additive." By Chris Concannon Gloucester City News Two members of Bellmawr’s EMS Unit were honored with citations at the recent Bellmawr Borough Council meeting. Bellmawr Fire Chief Jim Burleigh presented the awards to Michael Cox Jr. and Charles “CJ” Ruff. They were honored for saving the life of Joseph Toomey, who went into cardiac arrest August 4. Cox and Ruff responded to Mr. Toomey’s home and, using an Automatic External Defibrillator (AED), re-started his heart function. Then, they took him to a local hospital. A very thankful Toomey was at the meeting for the presentation. Well-known to residents, he is a retired Bellmawr Sewer Director. EMS Supervisor Chuck Hannum said this was one of three cardiac saves within the past year, which is unheard of in the EMS community. He said Bellmawr EMS’s response time has improved by 9 percent. Citizens of Gloucester City, There is no shortage of citizens with good ideas about how to improve our city. There is no shortage of citizens who are looking for a way forward, looking for a path to change. But there is a shortage of leaders that are offering a way forward that is based on the long-term interests of the city. The lack of a path forward is wasting those good ideas and risks imperiling Gloucester City. The Combined Planning & Zoning (P&Z) Board is currently writing a new Gloucester City Master Plan. A Master Plan is supposed to reflect the community’s vision and long-term interests. A Master Plan outlines problems and proposes solutions for healthy, viable, and desired growth. Recently my neighborhood was re assessed and on this past Friday I received the information that has caused myself some concern. The Camden County Board of taxation has doubled the assessed value of my house which now has added well over 500.00 dollars a year to my property tax bill. This is totally beyond acceptability considering I have been working since I was 16 served 4 years in the US navy and have never been a burden to the system (employed for 30 years). The Pennsylvania Environmental Council (PEC) is leading an effort to identify ecological restoration opportunities along the North Philadelphia waterfront. The East Coast Greenway, a multi-use recreational trail that will run from Maine to Florida, is being stitched together through this riverfront reach. Focusing on areas between the trail and the river, PEC and its partners have assessed restora- tion opportunities across the upland, riverbank, and tidal wetland areas. PEC coordinates an urban waterfront workgroup under the umbrella of the Partnership for the Delaware Estuary’s Regional Restoration Initiative. Library Director Elizabeth Egan, one of five City officials to give presentations during the meeting, told board members that the space and location of the present library are inadequate. “When I came to the directorship of the Gloucester City Library in 1989, we were serving 42,000 people a year. In the last three years we have averaged 83,582 people,” she said. Alternate Board Member Elena King challenged the need for a bigger library, suggesting the library might instead invest in an Amazon Kindle and purchase e-books to save space. As a resident and citizen for 20 years, I observed first-hand at a recent Borough Council meeting the apparent lack of leadership in Bellmawr. I received a flyer in the mail from another Bellmawr citizen listing concerns about the speed limits not being observed on both Creek and Browning roads. As a father of three children, I thought it was a good idea to attend the meeting to see what may come out of the meeting. Well, I was mistaken and displeased at what I observed and heard at the Council meeting I attended on October 21. I was disappointed in the Mayor and Council’s performance. More than 375 people from 30 different groups picked up 250 bags of trash, tires, clothing and concrete, etc. from Market Street, Collins Avenue, Broadway, the High School, Martin’s Lake, Miller’s Pond, the railroad tracks, parks, playgrounds and the ball fields.
