Our generation of leadership is being called upon to face many challenges — none of them small:
1. We have an infrastructure that is at the end of its functioning lifespan. We are being called upon to literally rebuild portions of the city brick-by-brick.
2. We are being called upon to lead the city through a local economic transition. The fishing industry remains as a solid foundation to Gloucester's economy and the question we are being called upon to answer is how to revitalize Gloucester Harbor in a manner compatible with the working waterfront.
3. And of course, we are gripped by the local, state and national recession, and so are called upon to make difficult choices between competing priorities.
We've been called to leadership in a tumultuous time.
To respond to the call, we need a granite answer. Today more than ever, we need good government, a well-managed city, and citizen participation. Heading into the 2010-2011 term, my administration will focus on three priority areas:
