When East Meets West: Summary of New Regulations for Foreign Residents in Japan

Old New
Name of Law----Alien registration Act. Immigration control and Refugee Act.
Entity in Charge-Municipality in which residing. Immigration Bureau.
Identification Card.-Alien Registration Card. Residence ("Zairyu") Card.
Duration of Visa. - Typically three years. Typically five years.
Re-entry permit. - Required when leaving Japan. Not required if returning to Japan within a year.
Where to update personal information.According to the old law residence municipal office.The new law requires you to report to the immigration office, except for change of address.
The following are required rules and regulations set down by the Japanese Government and Immigration Department.
1. Punishment for failing to report changes in personal information in 14 days.
The Maximum Fine 200,00 Japanese Yen, In U.S. Dollars is about $2,000.
2. Punishment for failing to report changes in 90 days. Residential Status May be Canceled.
3. Punishment for failing to carry ID card. Maximum 200,000 Japanese Yen fine.
4. Punishment for failing to renew ID card.Maximum 200,000 Japanese Yen fine,or one
year in prison for failing to apply within 30 days after expiration.
5. Punishment for reporting false information when renewing ID card.
Maximum 200,000 Japanese Yen fine or one year in prison.
Also cancellation of residential status.
6.Punishment for those with spouse visas not deemed to be acting as spouses.
Cancellation of visa if condition last six months for no legitimate reason.
This is what we foreign residents have to follow if you work and live legally here in Japan.
There are quite a lot of requirements and rules but it makes sense to have a lawful society,and to be able to have control instead of having a society over run with many undocumented illegal aliens.
I certainly hope that our United States Government would take this issue more seriously and get to work by closing,all illegal borders in the States to all who abuse them and the proper legal entry points in the States stay open to those who want to come legally with the proper documentation.
