By Linda Boker-Angelo NEWS Correspondent Following the swearing in of incumbents Louisa Llewellyn, Ray Coxe and Edward Hubbs at the reorganization meeting, members of the Gloucester City Board of Education (BOE) re-elected Llewellyn to serve as Board president, while Coxe was chosen to continue as vice-president. During the regular meeting, teacher Rachel Clancy, Chairman of the Gloucester City Education Association (GCEA)’s Sick Bank Com-mittee, thanked the Board for meeting with the committee members to quickly and painlessly come to an agreement on the sick bank guidelines. A sick bank usually is designed to aid employees who have used all of their accrued sick, personal and vacation time due to an injury or illness of their own or due to the health issue of a family member. Llewellyn also praised the GCEA for a smooth and pleasant negotiation. She said that although both sides initially came to the table with some...

By Leigh Anne Hockenberry NEWS Correspondent Just Kids by Archway Programs currently provides before and after school child care for students throughout various districts in South Jersey. But, Superintendent Joseph Rafferty advised the Mount Ephraim Board of Education (BOE) that Mary Bray School will be running the before and after school child care in the future. Instead of the revenue leaving the district, it has the potential to decrease the overall tax burden, which could result in lower taxes for residents. A parent of a second grade student told the School Board that he feels the school is run like a prison due to the limited access parents have to the school, such as not being allowed in the gym for the Halloween parade if it was to have rained that day. Rafferty said security is very important because there are dangerous people out in the world and that he...

By Albert Countryman Jr. On a breezy, cloudy evening under the lights, the Rams and Lions played a tremendous softball game. Great pitching and defense were on display before more than 1,000 lively fans enjoying a Saturday night – and occasionally questioning a call or two by the umpires. The Gloucester Catholic and Gloucester City softball teams are among the five best in South Jersey – and they proved it. Also, it was an excellent tune-up for both teams before the state playoffs. The Lions hosted a Group 1 game Thursday, May 21. The Rams began Parochial A tournament play on Wednesday, May 27. But, on the field, thoughts of the playoffs were not in the players’ minds. Instead, this was the annual, cross-town rivalry game. Seniors from both teams were honored during pre-game announcements with bouquets of roses. Then came the National Anthem, and the words, “Play Ball.” Recovering...

By Donna Miles American Forces Press Service WASHINGTON, May 26, 2009 – America’s troops and their families embody what’s best in the country, and the American people have a responsibility to serve them as well as the troops serve the country, President Barack Obama said this weekend during his radio address to the nation. Obama expressed hope that the spirit of Memorial Day will extend beyond the actual holiday observance. He said he’s committed as president to honoring the nation’s “sacred trust” to those who wear or have worn the uniform – a trust he conceded it hasn’t always lived up to. “All too often in recent years and decades, we, as a nation, have failed to live up to that responsibility,” he said. “We have failed to give them the support they need or pay them the respect they deserve.” In vowing to ensure that’s not repeated, Obama said...

NICE JOB ON CEDAR GROVE Mr. Emery Bittmann does a great job taking care of Cedar Grove Cemetery. The person that complained must be crazy. Does this person know how much work goes into taking care of the cemetery. It would be nice if all the churches gave a dollar once a month to help. It is just two people that take care of the place. Let’s think about it, Cedar Grove has people of all faiths buried there because it is affordable. There are veterans buried there also. What does the developer think if a cemetery is too old and not taken care of, will it become condos? Let’s give support to Mr. Bittmann. Stephen S. To the Democrats of the Second Ward, it is with a heavy heart that I inform you today that I am withdrawing from the Democratic Primary on June 2. I apologize for the timing of this withdrawal, but after much thought and deliberation, I feel it is best. My commitments to work and family are drawing greater attention and I must dedicate my time to them. That being said, I ask you, before you cast your ballot on Election Day, ask yourself, are you satisfied with the work that has been done over the last three years? Look at your tax bill, look at your neighborhood, look at the services you receive from the city and ask, over the last three years, have any of them improved as you were told they would? This is a turning point for Gloucester City and the Democrat Party. Upon reflection on these questions,...

Dan Preziosi from Kings Highway wanted to know if everything was being done to help keep costs at a minimal? By Bill Bates Mount Ephraim NEWS Correspondent Recently the Mount Ephraim Board Of Education proposed a 33 cents tax increase for the 2009-2010 school budget. The school budget was defeated on April 21 by a large margin of 441 residents voting “no” and only 111 residents voting “yes.” This was believed to have been the largest budget defeat of the past 5 years as each has been shot down by the taxpayers. After a school budget gets defeated it then goes before the local governing body; the Mount Ephraim Board of Commissioners (BOC); Mayor Joe Wolk, Commissioner Bruce Greenwald and Commissioner Andy Gilmore, who can recommend how much they would like to see cut from the proposed increase. A special meeting was then held on Thursday, May 14 at 5:00 pm at the borough court room to hear public comment and to answer questions from the residents. Only about 12...

By Bill Cleary Opposing Primary candidates of the present Gloucester City Mayor and Council submitted a petition on May 19 to the City Clerk Paul Kain requesting a referendum be placed on the ballot to change the present form of government to a Council-Manager form of municipal government. If the signatures on the petition are validated there would be a special election to vote on the referendum on June 16 just two weeks after the June 2 Primary, followed by another special election in July to vote on the candidates who would be running at large for council. The terms of the present mayor and council members would cease and they (Mayor Bill James, and council members Bill Hagan, John Hutchinson, Bruce Parry, Nick Marchese, Kellie Ferry and Jay Brophy) would have to vacate their seats by August 11, 2009. According to research by Rutgers University, there are four reasons that motivate people to change their form of government. 1. Growth of the Community: More and better services for an increased population. 2. Frustration with existing government: the lack of responsiveness to citizens needs. 3. Perceived lack of representation: People feel they are not being represented adequately. 4. Political Control: Lastly, but certainly not least is what we are presently experiencing in Gloucester. I quote, “The desire by political factions which are “out” of office to use a change of government campaign to enhance their position. The history of change in New Jersey communities is marked by frequent demands for municipal reorganization by the “outs” since major change in charter results in all municipal offices being vacated and new elections being held.” (sound familiar?) Now let’s talk about the form of government the “outs” have proposed in a “special election”...

May 18, 2009 The New Jersey Department of Environmental Protection's Division of Fish and Wildlife (Division) and Fish and Game Council recently proposed tentative 2009-10 migratory bird hunting season dates. The Division and Fish and Game Council are responsible for adopting migratory bird seasons within the frameworks prescribed in the Code of Federal Regulations promulgated by the U.S. Department of the Interior, Fish and Wildlife Service (Service). The status of migratory birds is annually measured through the completion of numerous, continent-wide population monitoring surveys. Following review of these survey results and with consultation with the four Flyway Councils, hunting season frameworks for migratory birds are annually promulgated by the Service. Hunting season frameworks include bag limits, season length and outside opening and closing dates for a particular season. The tentative 2009-10 New Jersey migratory bird hunting season dates are linked below. Although these regulation selections are expected to be approved...

From Wikipedia, the free encyclopedia The Faulkner Act, or Optional Municipal Charter Law, provides for New Jersey municipalities to adopt a Council-Manager government. The council consists of 5, 7, or 9 members elected by the public. One of the councilors — chosen either by at-large election or by a vote among the councilors — serves as the mayor, who is merely the head of council and has no special privileges such as veto power. The council hires a manager, who serves as the chief executive and administrative official. The manager prepares the budget, appoints and removes department heads, and attends council meetings, but does not have a vote. As in all Faulkner Act municipalities, citizens in the Council-Manager system enjoy the right of initiative and referendum, meaning that proposed ordinances can be introduced directly by the people without action by the local governing body. This right is exercised by preparing...

By Albert J. However, a strong push by concerned parishioners and Pastor Msgr. James Curran, St. Mary School will remain open to teach students for hopefully another 150 years. “St. Mary School will stay in Gloucester City as St. Mary School,” Principal Gail Corey told the crowd of more than 100 parents during a special meeting last week at St. Mary Church. “This decision was based on a lot of resistance the Bishop (Joseph Gal-ante) was receiving.” The Diocese was considering several options, including combining St. Mary School, St. Theresa School, Runnemede, and Our Lady of the Sacred Heart School (formerly St. Francis), Barrington into one school at the site of the former Annunciation School in Bellmawr. “We’re...

Add my name to the list of those outraged by the fact that someone would call the City and report Cedar Grove Cemetery and Mr. Emery Bittmann. It is obvious that some people have way too much time on their hands. There is a very important Primary Election on June 2. Our friend and Councilman Nick Marchese is running for re-election and needs our support – along with running mates Jay Brophy and Dan Spencer for City Council and the entire Column 3 slate for Democratic Committee. I have lived in this town for 30 years and never met a person more dedicated to the citizens of Gloucester. Nick and the entire Mayor Bill James team have been quick to help out whenever needed, with either the numerous committees on which Nick serves or on a one-on-one basis. He and fellow First Ward Councilman Bruce Parry have labored to get a fountain in our lake, and to also have it named and recognized as one of the lakes in Gloucester City. Together they have worked tirelessly to turn Chatham Square apartments into the new Meadowbrook Run Town Homes. Now we have...
