Layoffs could be an alternative this year if unions decline to cooperate, Freeholder-Director Louis Cappelli Jr. said. In several meetings Thursday, Cappelli told union leaders and department administrators that the county wants to halt raises for its workers, including 3,971 full-time and more than 1,300 part-time employees. He estimated at least 90 percent of the county workers are union members.
