Gloucester City in spat with some new tenants

The city knew the 100-unit complex was troubled when it bought the property for $4 million about four months ago. Officials want to stabilize the facility, install better management and stop it from draining city resources, Mayor Bill James has said. Only 42 of the 100 apartments are occupied.In assuming ownership from Chatham Square Apartments LLC, however, the city ran into "unanticipated confusion in the transition," city solicitor John Kearney said.
