Major work is clearly needed at the Chatham Square apartments, now owned by Gloucester City.

Clearly there are problems at the Chatham Square apartment complex. Why else would only 42 of 100 apartments be occupied?

Before the city starts evicting tenants for not paying their rent however, both sides need to take a breath and find a compromise.
