The NJ Government Records Council, (GRC) has sent a letter to Gloucester City Administrator Paul Kain asking him to participate in mediation procedure with the publisher of the Gloucester City News, Albert Countryman. The NEWS had made an OPRA request to the City Administrator asking for a copy of the E-mail sent by him to Councilman Nick Marchese. Kain who is the Custodian of Records refused the request.
