Delaware County Councilman Andy Lewis, R, plans to vote against a $30 million bond issue that would pay for part of the Chester soccer stadium scheduled for completion in April 2010. While Mr. Lewis has not outright opposed public funding for the stadium, he has declined to back it without the opportunity to view three years of audited financial statements of Major League Soccer (MLS). He has made several requests to the company for the records but they have gone unmet. “If you’re going to look for public assistance, your books should be open,” he said. Building the stadium could cost an estimated $155 million. The commonwealth has devoted $47 million to the project, and the Delaware River Port Authority has devoted $10 million.
