For years, the Camden Fire Department has racked up millions of dollars to keep its 11 companies, or firetrucks, at minimum staffing requirements. Union contracts call for each truck to be staffed by at least three firefighters and a captain, plus supervisors. Firefighters who work overtime get paid at their normal rate, but the costs still pile up. Last year, the extra staffing cost the city $3.8 million.
